You've received an Energy Efficiency and Conservation Block Grant (EECBG) from the Federal Government. Now what?

Getting the Biggest Bang for your Buck

The EECBG funding is to be used to increase energy efficiency, reduce energy costs and spur economic growth. The DOE specifies that, "entities should prioritize energy efficiency and conservation first. Then, they should maximize benefits by seeking ways to link these projects with long-term priorities such as economic development, community stabilization, etc."

The money saved from energy efficiency can then be leveraged to provide your other departments with additional funding and/or provide the opportunity to start new projects and programs that will help stimulate the economy in your City. Are You Prepared to Meet the Reporting Requirements?

Your block grant comes with serious tracking and reporting requirements:
  • Develop an energy efficiency and conservation strategy for your City
  • Research and design renewable energy solutions, including solar photovoltaic, solar thermal, wind, etc.
  • Provide technical consultant services
  • Conduct building energy audits
  • Identify and apply for other rebates and incentives to help further reduce the cost of energy projects
  • Design retrofit solutions for existing facilities and provide design solutions for new construction
  • Prepare sample sustainability policies and programs to help your City reduce their environmental footprint
  • Quantify your energy use, energy savings, and greenhouse gas emissions reductions

Outsourcing Creates Jobs

Part of the stimulus requirements are to create jobs (for tax paying companies). PE Consulting will help your City prepare and submit the following required documents to the Federal Government on time.
  1. Energy Efficiency and Conservation Strategy - This is a comprehensive plan about the goals and objectives for use of the funding. Due just 120 days after the effective date of the award.
  2. ARRA - Performance Progress Report - This comprehensive report requires details about grant compliance, expenditures, energy projects, energy savings, greenhouse gas reductions, etc... to be reported. Due 10 days after the end of each calendar quarter.
  3. Annual Report - This is due two years after the effective award date and annually thereafter. The report requires a description of the development and implementation of the Energy Efficiency and Conservation Strategy and an analysis of the benefits of the program and use of the funding. It will provide metrics stating energy savings, greenhouse gas emissions savings, etc. PE Consulting can manage these metrics and reporting from now on.
  4. Special Status Reports - As required based on the projects undertaken.
  5. Financial Reports - These are due quarterly during the project and a final report is due 90 days after the termination of the project.
  6. Closeout Report - Property Certification Inventory. Due at completion.
